What looks strange to me ... is that the server refuses to negotiate an
IP address for the client.  As a result of that refusal, the client
eventually stops trying.

The IPCP ConfRej means "The options are not recognised or not acceptable
for negotiation by the peer (e.g. because the remote system is
configured to not allow negotiation). The ConfRej reply will contain
only the options that are unacceptable." and "On receipt of a ConfRej,
the local system must not include the options in any following ConfReq."

This means the server pppd has been configured to not negotiate IP.
