Are the GRE packets you are sending through France encrypted?

Before you answer, you might like to check to see if it is legal for you
to transmit encrypted packets through France.  I don't have any current
information, but I know it was once illegal [2], and if so then dropping or
slowing encrypted packets might be a reasonable act that you are
observinbg the effects of.  I make it a habit not to attempt encrypted
communication with any person in France.  I'd love to hear the situation
is resolved, but as yet I've not heard so.
