logwtmp not showing logged in with who

I have a new machine with Ubuntu 11.04 and I cannot see logged in users anymore with 'who', I can see them in 'last'. This doesn't match with what I'm seeing on my Ubuntu 10.04 servers and I've verified the pptpd.conf file and it does have 'logwtmp' uncommented, I thought that was all I needed to have it show logged in users, did I forget something?
