I still don't know what "rule" you are asking about. ("What exactly this 
rules do?" means no more than "What exactly this commands do?").

I suggest if you want questions answered, you should ask them carefully
and make sure the questions are complete.

I understand that English may not be your first language, but it is still 
true that you must ask clear questions, not riddles.
