It is as if one of the pppd options file has asked for another options file to be opened, and pppd process is not running as root, or for some other reason cannot read the /root/ directory in order to open a .ppprc file. The error is readily found in reports from others. Perhaps it has to do with the Network Manager plugin for pppd. However, I don't think it relates to your main problem, which is an LCP timeout. I still think the way forward is to find out why the LCP timeout occurs.
