-v made this dump much harder to read, and there were no GRE packets at
all, or ICMP packets relating to the connection being attempted.  There
should have been some.  I had also neglected to include "or port 1723"
in the filter.

I acknowledge you've fixed it by configuring a router.  That's a
common problem.
