pptpd in Debian

Hi there,

Rene Mayrhofer has handed the maintainership for the Debian packaging
of poptop server to me. 

After a very first upload to meet the "hardening build" release goal,
I've started working on the packaging and was surprised to find most
of the bugs were rather easy to resolve while patches for other issues
appearently never went upstream. 

Time to fix this. I'll post these patches as a follow-up, please
consider them for inclusion. Most of them were part of the Debian
packages for a long time so they should be fine.
