[PATCH] Use pppd.h provided by ppp-dev

I'm not sure about that one, see the Debian bug report for details.
Appearently at some time in the past the shipped plugins/pppd.h did
not match any longer, so the one provided by the ppp-dev package is
used instead. Does this make sense in upstream, too?
