Rate limiting might also be good to investigate.  I know you're using command line scp, but I've noticed winscp is very slow moving files.  I frequently copy multi GB ISO images over my 1 gb Ethernet, and winscp moves at maybe 5 mb per second, while command mode scp or ftp moves much closer to wire speed.   The difference is huge - winscp, takes more than 1/2 hour to copy a DVD image and ftp or scp takes only 1-2 minutes.   

I've never heard of command mode scp having problems like this, but it might be useful to try an experiment with, say, old-fashioned ftp too.  Maybe there's some kind of rate limit with SSH packets and ftp will move much faster.  Maybe.  

One other quick experiment to try to further characterize the problem - traffic moving out from your PPTP server to remote clients server is slow.  Is it slow only when your PPTP server pushes it, or only when a remote client pulls it, or slow in both cases?  I expect both cases would be slow.  But if only one or the other is slow, this may suggest a different direction to follow than what we've talked about so far.
