I'd be quite surprised. Completely unhandled MTU issues would show up
as a connection stall. If fragmentation happens, there might be
slighty increased CPU and a drop in bandwidth usage. But I cannot
imagine how MTU issues might result in a capped bandwidth. At
approximatly a fourth of the expected value, that (coincidence?)
looks like a crafted number of 1280000 Bits/sec.
