Further testing tells me the opposite. 

Summary of packet timmings:
 
ppp client    13:48:31.624878 IP 10.50.50.250 > 10.50.50.254: ICMP echo request, id 3613, seq 33, length 64
eth client    13:48:31.625106 IP CLIENT > SERVER: GREv1, call 1280, seq 534404, length 101: compressed PPP data
eth server    13:48:31.639896 IP CLIENT > SERVER: GREv1, call 1280, seq 534404, length 101: compressed PPP data
ppp server    13:48:32.167900 IP 10.50.50.250 > 10.50.50.254: ICMP echo request, id 3613, seq 33, length 64
ppp server    13:48:32.168396 IP 10.50.50.254 > 10.50.50.250: ICMP echo reply, id 3613, seq 33, length 64
[ ... eth layer replies - no delay introduced here]
ppp client    13:48:32.175161 IP 10.50.50.254 > 10.50.50.250: ICMP echo reply, id 3613, seq 33, length 64
 
Conclusion:
 
The delay on pings, probably due to queueing, seems to be introduced between the eth and the ppp layer at the server. So it must be the server throttling the bandwidth and letting a queue of packets build, instead of something in the network.
