Yes, I've seen that one before.

Heavy traffic can starve the keep-alive timers that use echo requests
and echo replies.  You can adjust the timers in pppd options.  See the
pppd manual page.

You might try:

lcp-echo-adaptive (which should observe the heavy data and suppresses
the echo requests),

lcp-echo-failure n

lcp-echo-interval n

Otherwise, you can use other tools to throttle the bandwidth;
especially if one user is causing disconnect for another user.
