This is correct -- however, the handling of Include within a <Limit>
section is a fairly recent change/development, see:

  https://github.com/proftpd/proftpd/commit/3cec5bc5d4cedba62e916130a26dac339c4a1050

Thus your ProFTPD may be older, and not allow Includes within the
<Limit> section.  Which version of ProFTPD are you running?
