It seems that you are the only one who has posted to the list this 
month.  The questions asked are complex and could take hours to 
answer.

There is no implied expectation of support for this free software.

Sometimes developers are on vacation (spring is in the air!) or need 
to concentrate on paying work in order to feed their family.  Or they 
may eventually become more interested in other things.

ProFTPD source code is available.  Have you studied the source code in 
order to attempt to learn why it is not working the way you expected?

Ftp in general is in very sharp decline because it does not provide 
encryption or certificates, although sftp is still considered 'ok'.
