[Proftpd-user] ftpdctl ban user is not permanent

This CentOS 7 system can ban ftp users by name with:

   ftpdctl ban user USERNAME

but it does not survive a stop/start cycle of proftpd.  Command was run 
as "root".  Documentation suggests that the command should be modifying 
/etc/proftpd.conf but it does not.

How does one make this change permanent?
