there's bug that causes slow listings:
http://bugs.proftpd.org/show_bug.cgi?id=4360

although it should be solver in 1.3.6c, maybe you could try if setting
FSCachePolicy fixes the behaviour.

otherwise, you can try if installing libnss-db helps.
