Geoffrey (OP):
try running following command:

openssl s_client -connect mail.server.name:21 -starttls ftp -crlf -tls1

to see if TLS1.0 is really allowed.

further, you can try -tls1_1 -tls1_2 or -tls1_3 to explicitly use one of 
those protocola.
