Urgh!

<IfDefine> isn't setup in our environment.

But I found the real reason.
Another version of ftpdctl was at /usr/local/bin/ftpdctl
This was first executed because of order in PATH Variable.
Removing this made it working.

Sorry for disturbing the community with such a stupid mistake.

isn't this enclosed in the
<IfDefine>
section?
