Correct.  It is the Unix kernel, not ProFTPD, which enforces process access to files, using normal Unix rules.  All that ProFTPD is doing is determine which UID, GIDs to set for the process.

I'm not sure what you mean by "gives permissions or not"; as mentioned above, it is the Unix kernel which applies the normal file access rules to a process.
