It's expected that ProFTPD 1.3.6 would fail to compile against OpenSSL 3.x; the OpenSSL 3.x series changed/broke multiple APIs.

There are multiple tickets related to getting the modules (mostly mod_sftp, mod_tls) working with OpenSSL 3.x; see:

It is expected, though, that ProFTPD 1.3.8 would build successfully using OpenSSL 3.x.
