Once a friend told me about a MUA (well, a webmail interface really) did append the quoted text *after* you clicked the send button, so you couldn't edit the quoted text. Google people seem to do things right, so I don't think that they do such thing as append the quoted text after sending (mainly because that is stupid) but I don't really know. I haven't used GMail to reply email (IIRC), but if it does that stupid thing I won't use it... Anyway, I would swear that I've seen properly quoted emails from people using GMail. I don't remember clearly...
