RFC 2640 Support

Dear All,

I am doing some work on RFC 2640 support, which allows ftp clients to choose
the character encoding of listing and pathnames (UTF-8 or System Default).
Now there are some clients, such like FileZilla & SmartFTP, support this
feature.

The patch is in http://www.csie.nctu.edu.tw/~jnlin/patch/patch-rfc2640.txt.
It depends on libiconv.

If there are any bugs or problem, please let me know.
