Cannot do Virtual-Users

I'm going crazy trying to create a virtual-user. "authentication failed" is what
happens. Have followed the instructions w/ regards to

   groupadd ftpgroup
   useradd -g ftpgroup -d /dev/null -s /etc ftpuser

   pure-pw useradd test -u ftpuser -d /home/ftpusers/test
   pure-pw mkdb
  /usr/local/sbin/pure-ftpd -B -j -4 -lpuredb:/etc/pureftpd.pdb

Regular users have no problem.

I've goggled this and tried all of the suggestions that people have made. (It
seems a rather common problem!) Have even recompiled/reinstalled using --with-puredb

Any more ideas?

And is there an on-line forum rather than a mailing list?
