As far as I know, the only way is patching. It's tricky, because you somewhat have to distinguish between a fully uploaded file and a partial file. This, I think, will require patching pureftpd too. Good news are that this time is a bit more easy, because you don't have to distinguis anything ;) You just add the hook script just after a MDEL command (or whatever its name).
