Another data point on this issue.

I've just downgraded to Quagga 0.99.23.1 on my lab router, and the 
problem goes away, with the config the same and everything else 
unchanged.  I am now receiving the v6 prefixes and passing them on as 
expected.

So this appears to be some kind of regression.  I'll gradually upgrade 
until it breaks again.
