non-GNU Savannah is down, see gogs instead:

Stuff queued up is in the next branch.

I've changed the redirect on http(s)://www.quagga.net/, however as the 
previous one was marked 'permanent', browsers that visited before may 
just cache the redirect to nongnu Savannah.
