You'd have to 'git revert' that ID. Alternatively, better, just drop the fix in: https://bugzilla.quagga.net/show_bug.cgi?id=975 as a patch to your rpmbuild. Or wait till later today, and there'll be a 1.2.4 release. (My bad... ;) ).
