Unicode input code vs keyboard scancode

I have not tried to grok this discussion, but I would like to add an 
observation / idea:

Rdesktop currently sends keyboard scan codes - 
http://msdn.microsoft.com/en-us/library/cc240584%28PROT.10%29.aspx .

Perhaps unicode scan codes could be sent instead - 
http://msdn.microsoft.com/en-us/library/cc240585%28PROT.10%29.aspx and 
http://msdn.microsoft.com/en-us/library/cc240593%28PROT.10%29.aspx . 
That approach might not work and will probably have other disadvantages, 
but perhaps it is worth considering ...
