If I wrote a program or a module and released it under GPL and I am the copyright holder, I have the right to relicense it to anything I want. GPL code does NOT mean it has to be GPL forever, as long as the original author allows it, it can be relicensed to anything. I think you should look at the FreeRDP wiki again and check out who has agreed to relicense his code to Apache v2 and look at the report again.
