If this error/fallback does occure exactly if TLS is enabled but without 
certificate, maybe you should mention KB895433 in the fallback message?

E.g. "Server offers TLS, but has no certificate. See KB895433 for 
details."

Off cause this simple message will be invalid for non-MS-servers.
