I didn't quite follow the logic of the code, but is the lookup table
using keycodes? If it does, then that needs to be changed. Keycodes are
not well-defined so you do not get a portable system looking at them.

What you should look at are XKB keynames. These have a much better
connection to the actual, physical keys.
