caps:shiftlock - capitals don't work

To change the behavior of my keyboard into "shift-lock" mode when the "caps
lock" key is pressed, I have
    "XkbOptions" "caps:shiftlock"
in my xorg.conf file.

That works great on my french keyboard layout:
with the caps lock key "on", I get the numbers on the top row, with the key
"off", I get the special characters
This works in any 'local' applications (xterm, gtk apps), and in rdesktop.

But that disables the caps functionality:
with the caps lock key "on", I don't get capitals

There is a workaround, though:
to get capitals, press "caps lock" (caps lock led lights up), then "shift"
(caps led goes out) -> CAPITALS!!
to go back, press "caps lock"(caps lock led lights up), then "shift" again
(caps led goes out) -> no more capitals!
(that is, press caps lock, release, press shift, release, press key)

How do I configure X / rdesktop to get "shift lock" behavior, and get
capitals when the "caps lock" key is on?

Details:
- kernel 2.6.20(-r8)
- Gentoo x86
- rdesktop 1.5.0 (r2 and r3)
- xorg-server 1.2.0-r3
- xorg-x11 7.2
