You are correct,
rdesktop has always sent the wheel wrong.
Note,
Way back, it used to actually send arrow up and down key strokes from
the keyboard :)

I noticed this in xrdp too, xrdp ignores the button up as a workaround.
Its just never been a priority.

I can fix it.
I'll put in a bug for it.
