Okay, I made some progress on this.

On Windows, with the RDP client mstsc.exe, you can control the mouse
'send interval'.  By default in Windows it is 100ms, but with
HKEY_CURRENT_USER\Software\Microsoft\Terminal Server Client\Min Send
Interval you can set it to, for example, 10ms.

What rdesktop could - in theory - do with is similar.  If you could
restrict the mouse intervals to 100ms, you would likely see bandwidth
usage per session drop a good amount.

I regretfully report that fixing my "other flag problems" has no effect 
on the bandwidth consumption in "mouse movement events".

New command (after fixing flags as per comments/discussion)
rdesktop -u <username> -d <domain> -z -x m -f -a 16 -0 -T <window_title>

Simply jiggling the mouse (as before), still consumes maximum upload 
bandwidth.  I'm taking a guess here, but it feels like the frequency at 
which rdesktop sends mouse events is much too high.  It feels like it's 
sending them "as fast and as many as possible".  Whereas, this should be

tunable by the user, and/or perhaps have a more realistic default 
frequency.  Say, 10x mouse movements per second?  If a dev could provide

a dev build which such an enhancement, I wouldn't mind doing the testing

to find the optimal default value.

"-g 100%" is not one I recognise.  Even if it works, it should be
redundant
with the -f.  Suggest you remove it.

And "-x m" as Kevin says.

I've never used "-P", so can't comment on its effectiveness, you could
try
removing it.
