Some applications must run in this session only for access to hardware and other system processes. Session 1 and above are the RDP sessions. In Windows 7/2008, there is no console. Only system processes run in session 0. The users run in session 1 and up. If you want to run the application on Windows XP and the machine is virtualized, I would suggest connecting to console(session 0) via VNC.
