Traffic Regulator and Scheduler Implementation

Hi,

I would like to know if any or some standard elements can be combined to
make a "token bucket" policer?
and also how to make WRR (Weighted Round Robin), DRR (Deficit Round Robin)
and DWRR scheduler?
