rsync-latest PPA

If you want to use the bleeding edge of rsync development with the
latest changes and are on ubuntu there is a new PPA here:
https://launchpad.net/~rsyncproject/+archive/ubuntu/rsync-latest
it would be great if a few people used this to test things before a new release.
It isn't an automatic update, I have a script which I run to generate
a new PPA release. I'll run it whenever something interesting goes
into the master branch.
