Found out that it was the pam-devel package that needed to be installed. 
Had to remove configure options from the spec file until it worked. Since 
just doing a ./configure by itself worked, it had to be one of the extra 
options. The config.log, if I remember correctly, did not provide any extra 
info that lead it to be a pam problem.
