autobuild[sn-devel-104]: intermittent test failure detected

The autobuild test system (on sn-devel-104) has detected an intermittent failing test in 
the current master tree.

    Update .ycm_extra_conf.py
    
    As we did a lot of cleanup it is time to update .ycm_extra_conf.py and
    set picky developer flags by default.
