There's no difference if it's needed or not, or how many printers they
have, -- because it can't be created by the current code :)  Even if it
*is* needed (I don't have doubts about that), it is not used.  And since
no one complained so far, maybe it isn't actually *that* needed :)

I dunno if spoolss actually needs to read the config file.
