SILC Server 0.9.19p1

The new version of the SILC Server is now available!  The source package
of the software is available from the following sources:

         http://silcnet.org/
         ftp://ftp.silcnet.org/

A little update with this 0.9.19p1.  After such a major release problems 
were expected and the p1 fixes some crashes.  Upgrade strongly 
recommended.


Summary of Changes
------------------

o Added support for UTF-8 encoded identifier strings, such as nicknames
   and channel names.

o Fixed founder mode handling on JOIN on normal/backup on empty
   channels.

o Fixed WATCH command handling on backup router.

o Fixed WATCH command announcing.  The WATCH and SILC Gaim buddy list
   should work better now.

o Simplified INVITE and BAN string handling in server.  Announcing
   INVITE and BAN strings should work more reliably now.

o Fixed several bugs from the backup and resuming protocol.

o Fixed, hopefully, all the wrong server statistics numbers.

o Fixed CLOSE command to handle backup routers correctly.

o Fixed various detaching and resuming bugs.

o Fixed announcing to not announce unregistered (ghost) clients.

o Fixed reconnect_keep_trying and QoS settings in server config files.

o Several other bugfixes were amde.

Installation
------------

The source package is compiled and installed as instructed in the INSTALL
file found from the package.  Quick installation:

   ./configure
   make
   make install


Known Issues
------------

- Known Issues in SILC Server

   - Two or more servers with same IP must not be linked to same network,
     even if server ports are different.  This is limitation in current
     implementation and may cause desync problems in the network.

   - Adding or removing listenning interfaces (secondary interfaces in
     silcd.conf) does not work in rehash (rehash is kill -HUP <server PID>).
     Changing listenning interfaces requires reboot of the server.

   - Router to router connections may not work as expected.
