[BUG] silc-server fails to install shared libraries

Unfortunately, I don't have a fix for this one.

The silc-server-1.1.16 and silc-server-1.1.17 source packages fail to
install the related shared libraries during 'make install'.  It would
seem this is due to SILC_DIST_SERVERLIB not being defined during
autodist, since the salient bits in configure.ac and lib/Makefile.am
aren't there (notably the install-exec-hook segment of lib/Makefile.*).
