Are you sure?  I seem to recall that the existing option would fail if the server couldn't bind to that IP.  This option is to configure an IP advertised as the SILC server ID which does not match an IP logically bound on the box running silcd.

This is already implemented as the public_ip.  It just wasn't documented
but now it is.... at least in the example_silcd.conf.
