Status of RFC drafts? [was Re: questions about SILC's IP and DNS requirements]

I was curious about the status of the IETF RFC drafts that were proposed before, and they seem like the originals were denied and are considered 'dead' for the reason, "Publication request denied; publication via RFC Editor may be proposed.” What does this mean? It looks like they were killed in 2004, but new versions were submitted in 2007. I'm not sure I am fully understanding how to read their site and their draft RFC status'. Thanks!
