It looks like they were : RFC Editor asked to rewrite the drafts, to compress the 4-6 drafts into at most 3 drafts. I was going to compress them into 2 drafts and I've started the work, but of late haven't had much time or motivation in rewriting them. It's tedious and unrewarding task, but I guess should be done at some point. The TODO-SILC file in Git says something about the new drafts...
