[WEB REQ] SILC buddy list won\'t refresh to show a person is offline or online - SILC Server 0.9.18

I\'m using Gaim v1.1.1 for Windows login to a private SILC server using
certificate authnication. I could add buddy and IM other people on the
same server, but Gaim does not show my SILC buddies are online or
offline. All the buddy icons are in grey color, and I\'m not sure if
they are online or not. Is this an issue with Gaim or SILC server?
