Correct. The failure indicates that test for linking against silc libraries fails. Real reason for failure should be visible in config.log, and my simple guess is that the library paths are wrong. By the way, have you compiled the silc toolkit with some esoteric options, such as --with-gmp? That would make it fail as well unless configure is run with additional LDFLAGS. As this an OSX build issue, I'm pretty much shooting in the dark.
