Silc Server Auth

I setup a silc server (0.1.18) on a solaris system and want to use public key files to control access to the server (using the PublicKeyDir keyword in the silcd.conf file). When I add a new user's key to the directory it appears I must restart the server to get it to read the file and recognize the new user. I tried HUPing the process but that didn't work. I don't like to have to restart the server as that makes all the current channels go away (It also makes the gaim client die). Any ideas on how to get the system to reread the file?
