As what does silc more identify?!

Hi! 
I have red the silcd manual... Is silc something like a IRC chat server
which is secure or more or less a instant messaging server like jabber
where I could create user accounts to identify in my system. 

I think on a silc server everybody is able to connect. And if yes, is
there a way to make restrictions?! Like doing the users public-keys on a
servers list that those people are only to connect to the server?! 

That would be cool
