becoming operator and channel creation/state

i've been using SILC for a while now, it is quite nice. there are a 
couple things i still don't know how to do, maybe y'all can help

- if i found a channel, i will periodically lose my connection and have 
to reconnect; upon reconnection i lose my operator status and nobody is 
the operator; this is a problem when i want to change channel modes to 
secret (+s), etc; is there any way to have a certain user always have 
operator status?

- when the server restarts, channels get closed; once the server 
restarts i want to have these channels refounded; is this possible 
without having settings on a client (pidgin, etc) to autojoin the 
channels? i'd also like to set the channel mode in addition to 
refounding the channels
